Senior corporate partner Andrew Tortoishell has been appointed to the Takeovers and Mergers Panel (the "Panel") and the Takeovers Appeal Committee (the "Appeal Committee") in Hong Kong. The Securities and Futures Commission ("SFC") announced the appointment on 31 March 2009, effective from 1 April 2009.

The Panel and Appeal Committee are committees of the SFC, an independent non-governmental statutory body responsible for regulating the securities and futures markets in Hong Kong. The Panel reviews rulings and considers novel, important or difficult cases referred to it. The Panel also hears disciplinary matters relating to any breach of the Codes on Takeovers and Mergers and Share Repurchases. The Appeal Committee reviews disciplinary rulings of the Panel in determining whether any sanction imposed by the Panel is unfair or excessive.

Andrew joined Herbert Smith in 1984 and has been based in Hong Kong since 1990, becoming a partner of the firm in 1994. He has recently become Greater China managing partner, responsible for overseeing implementation of the firm's strategy relating to its Beijing, Hong Kong and Shanghai offices.
